Community Affairs, Safety, Health, Environment and Security (CASHES) plan of Yves Bee Limited
Yves Bee Limited shall carry out it’s studies with the Firm’s objectives as listed in its corporate CASHES Policies. These objectives include: All possible human obstacles to project execution (Community Affairs) are adequately addressed. The health and safety of all staff of Yves Bee Limited involved in the project, co-operators on the project and the end users of the facility are guaranteed. All forms of environmental degradation are completely avoided or reduced to acceptable minimum where it is unavoidable. Security of all personnel and work implements belonging to Yves Bee Limited and those entrusted to its care are guaranteed. The Team safety officer will be primarily responsible for enforcing all CASHES Rules. He shall report directly to the team leader and shall liaise with the Client’s representative at the site. Team members on the project are expected to however co-operate with the team leader in the discharge of this assignment. The team safety officer cannot be at work sites all the time. And whenever he is not available at a particular location all team members CASHES watch at the site.


PROCEDURE FOR CASHES MEETINGS - CASHES ORGANOGRAM
Daily safety (tool box) meetings
Daily (tool box) meetings shall be organized preferably every morning before work start at site. The objectives of such meetings is to keep the operators at site ever informed of the need to make each work day accident free. The meeting can however be held at any other period apart from the mornings. If there is need (may be because of a particular incident) to muster workers for such meetings an alarm or bell located at site is used to call out workers for the meetings. This shall be for emergency cases only.

Fortnightly safety meeting (FSM) FSM to be facilitated by the team CASHES officer. In such meetings CASHES responsibilities on each of these senior operators on the project are highlighted. CASHES progress are also analyzed in such meetings with a view of preventing any future occurrence of any noticed CASHES lapses or accidents/incidents that may be reviewed and the progress of the affected department is monitored. The fortnightly meetings shall also serve as our in-house safety updates/training for all team members.

Clients CASHES meetings/courses We shall avail ourselves of any opportunity offered by the clients for CASHES meetings, seminars, courses, etc. Management and line management, CASHES responsibility. On a project team all team members shall be CASHES watch. But the team safety officer shall be the enforcer of all rules and regulations.

Method of Communication of Cashes Policy to Staff Every employee of Yves Bee Limited has a copy of our CASHES policy. The daily and fortnightly briefings and CASHES courses/seminars keep the staff abreast with developments in our CASHES policies and those of the clients.

CASHES being built into job description Sequence of job executions and possible hazards are analyzed properly before job descriptions. Ways of avoiding foreseen hazards are spelt out and built into the job description.

CASHES being a personal responsibility of every one for every one. All Yves Bee Limited staff to be involved in any project shall be encouraged to take the issues of safety rules negligence to their immediate superior. By so doing, CASHES is being made a personal responsibility of every staff for every staff.

CASHES issue considered when planning job and ways of eliminating them through CASHES awareness.
CASHES issues considered when planning jobs include:

  • feasibility of the job
  • best equipment to be used to achieve optimum results in terms of production while still having in mind the health and safety of the staff to be engaged on the job.
  • The best weather/environment to carry out the job so that results are achieved without impairing the safety and health of the staff.
  • The effect of the job on the environment are removed or minimized.
  • The security of personnel and equipment to be engaged on the job are also considered.


Monitoring effectiveness of cashes procedures. The effectiveness of CASHES procedure are accessed by the performance of any adopted and tested procedure. If the performances of CASHES which is monitored as stated in section (ix) of this CASHES plan, is not satisfactory, then new procedures should be adopted.

Role of CASHES Advisors The CASHES advisors are to keep other members of staff abreast with development on CASHES policies. This is done by the morning site briefing, the fortnightly meetings, seminars and course. They advise the safety officers and other categories CASHES rules. Qualification may not really be a barrier to being a safety advisor. The advisor however should be able to read and write.

Company CASHES Standards By nature of Yves Bee Limited activities and the category of a manpower involved in its services, its CASHES standard has been very high. No serious accidents/incidents due to work activities have been recorded.


Structure for Production, Updating and Disseminating CASHES Standards
The morning briefs (tool box meeting), fortnightly CASHES meetings forums to PRODUCE, UPDATE AND DISSEMINATE CASHES standards for the job. The office notice board is used also for dissemination of information.

Techniques to Measure CASHES Performance
The performance of Cashes is measured by comparing the existing standard with the targets set for the period. Realistic targets for Cashes are normally set to better an attained standard.

Training Area Covered and Method Of Ensuring Effectiveness
All workers shall undergo Cashes orientation course on arrival at site. This is to be handled by the safety officers in conjunction with the Client’s Supervisor. The training will touch all aspects of CASHES including protective clothing, correct usage of tools for any item of work, how to respond to emergency situations. The requirements of anyone who must work on the sites should be met before he/she gets permit to work (PTW) order.

Morning briefings, fortnightly meetings, the Clients seminars/courses all serve as CASHES training for staff. The effectiveness of the training given to staff shall be ensured by monitoring CASHES progress at site.

Procedure for Accident Reporting/Investigations
All accidents at site shall be reported to the team safety officer. The safety officer shall document the report and inform the team leader. Depending on the accident, first aid treatment is administered to those involved and immediately evacuated to the nearest Clinic (Retainership Clinic) for proper medical attention if there is need for that. The Safety Officer or any team member shall within 12 hours of the accident/incident occurrence record and report such to the Client, through the team leader. Investigation panel into the accident/incident is set up. The category of the investigation team will be determined by the nature/seriousness of the accidents.

Follow Up Procedure to Eliminate Re-Occurrence of Accidents
The team safety officers focuses his CASHES watchful eyes on the department/area where there was previous accidents to see that recommendations of the investigation panels are adhered to.

Structure to Effectively Communicate and Manage Cashes Effort shall be made to pass all CASHES messages to every member of staff individually. But where this condition cannot be met with, site notice boards should be made available for such messages.

Statement of Yves Bee Ltd. Corporate Policy On Community Affairs, Safety, Health, Environment And Security (CASHES)
All work aspects on Study handled by Yves Bee Limited must be analysed, planned, executed and delivered in such manner that:

  • All possible human obstacles to project execution (Community Affairs) are adequately addressed.
  • The health and safety of all staff of Yves Bee Limited involved in projects, co-operators on all projects and the end users of the facility are guaranteed.
  • All forms of environmental degradation are completely avoided or reduced to acceptable minimum where it is unavoidable.
  • Security of all personnel and work implements belonging to Yves Bee Limited and those entrusted to it’s care are guaranteed.


All the above are in accordance with the provisions of Decree No. 16. Factories Decree 1987, Decree No. 17, Workmen Compensation Decree 1987 and Federal Protection Agency (FEPA) Decree 1988.

Achievement of the above objectives take precedence in all projects handled by Yves Bee Limited. Time spent in order to achieve these objectives are never considered lost time.
